The EU Commission initiated an anti-circumvention investigation on June 7, 2022 (Official Journal No. L 155, June 8, 2022) by means of Implementing Regulation (EU) 2022/894.
The investigation concerns the alleged circumvention of the anti-dumping measures imposed by the Implementing Regulation (EU) 2017/141 on imports of certain tube or pipe fittings, of stainless steel, of a kind used for butt-welding, whether or not finished, originating in the People’s Republic of China by imports consigned from Malaysia.
At the same time, the registration of these imports was an. This means that anti-dumping measures may be levied retroactively from the date of completion of the investigation until the date of initiation of registration.
Product concerned
The product concerned by the alleged circumvention is tube or pipe fittings, of austenitic stainless steel, of AISI grades 304, 304L, 316, 316L, 316Ti, 321 and 321H and their equivalents in the other standards, with a greatest external diameter not exceeding 406.4 mm and with a wall thickness equal to or less than 16 mm, with an average roughness (Ra) of the inner surface of not less than 0.8 μm, without a flange, whether or not specified as finished products, falling within CN codes ex 7307 23 10 and ex 7307 23 90 (TARIC codes 7307231015, 7307231025, 7307239015, 7307239025) and originating in the People’s Republic of China (‘the product concerned’) at the date of entry into force of Commission Implementing Regulation (EU) 2017/141.
