With Council Regulation (EU) 2020/672 of 19 May 2020, the EU created
Instrument for temporary support to reduce unemployment risks in an emergency (SURE) following the COVID-19 outbreak.
In order to contain the consequences of the COVID-19 outbreak and the socio-economic impact, this Regulation creates the European Instrument for Temporary Assistance to Reduce Unemployment Risks in an Emergency (SURE), (hereinafter “Instrument”).
A Member State may request financial assistance from the Union under the instrument (hereinafter referred to as “financial assistance”) if its actual and possibly also its planned public expenditure since 1 February 2020 due to national measures directly related to short-time working arrangements and similar measures the socioeconomic effects of the exceptional situation caused by the COVID 19 outbreak have been suddenly and sharply increased.
Financial assistance takes the form of a loan granted by the Union to the Member State concerned.
