Montenegro and the Republic of Moldova have been officially part of the Common Transit Convention and the Convention on the Simplification of Formalities in Trade in Goods since 1 November 2025. This means that both countries can now be assigned as countries of departure, transit or destination in relevant procedures.

Electronic processing via NCTS

As with all other participating countries, transit processing is carried out via the New Computerised Transit System (NCTS). In Germany, the ATLAS IT system continues to be used for this purpose. Following the recent accession, goods movements between Moldova, Montenegro and the other members of the Convention are now recorded digitally.

Member states of the agreement

Cross-border goods traffic with both new and old contracting parties – such as the EU member states, the EFTA countries (Iceland, Norway, Liechtenstein and Switzerland), the United Kingdom, Serbia, North Macedonia, Turkey, Ukraine and Georgia – will in future be handled entirely electronically via the NCTS.
