In May 2025, the European Commission initiated two new anti-dumping proceedings, which are currently listed in the Hanseatic anti-dumping Register of the Hamburg Chamber of Commerce. These proceedings are directed against imports from third countries where there is a suspicion that the goods are being sold on the EU market at a price below the usual market price in the country of origin – a classic case of dumping. The aim of such proceedings is to prevent negative effects on European industry and to ensure fair competitive conditions.
Anti-dumping proceedings against pneumatic tyres from China
On 21 May 2025, a proceeding was opened against new pneumatic tyres made of rubber originating in the People’s Republic of China. These tyres, intended for passenger cars, buses and coaches and transport vehicles, are suspected of having been imported into the European Union at an undervalued price. The application was filed on 7 April 2025 by the Coalition against Unfair Tyre Imports.
The product concerned currently falls under CN codes 4011 10 00 and 4011 20 10. Only products with a load index of 121 or less are subject to the investigation.
Anti-dumping proceedings against PET from Vietnam
One day later, on 22 May 2025, the Commission initiated another anti-dumping proceeding. This time it concerns polyethylene terephthalate (PET) originating in Vietnam. PET is a plastic with many uses, for example in the packaging and beverage industry. The application was submitted by PET Europe on 9 April 2025.
The subject of the investigation is PET with a viscosity number of 78 ml/g or more, classified under CN code 3907 61 00.
Timetable for the investigation of the products concerned
The same investigation framework applies to both proceedings in accordance with Article 6(9) of the anti-dumping Regulation: The investigation should be concluded within one year, but no later than 14 months after publication of the notice of initiation. The European Commission may impose provisional anti-dumping measures after seven to eight months at the latest if the suspicion of dumping is substantiated. However, affected companies have the opportunity to defend their interests by submitting data or commenting within the set deadlines.
