Japan plans to join the WTO Multi-Party Interim Appeal Arbitration Arrangement (MPIA). This news was announced by the Japanese government on March 10, 2023. The arrangement is open to all WTO members and was established as a dispute settlement tool until the revised WTO dispute settlement system comes back into force.

EU Commission welcomes Japan’s accession

The EU Commission is pleased to welcome another member to the MPIA. It confirms the commitment of the leading WTO players to the dispute settlement system and its rules.

Background

The WTO Appellate Body had been rendered inactive by a U.S. blockade. As a result, 52 WTO members established the MPIA in 2020 as a bridging review body. The goal is to develop a reformed dispute settlement system by 2024.
