The main content of the update is the adaptation of the rules on the imposition of fines in § 82 AWV as well as changes to the export list in the form of a new version. Thus, the regulation takes into account previously agreed amendments to the Wassenaar Arrangement for conventional armaments.   On May 3, 2017, the Federal Ministry of Economics and Energy issued the Eighth Ordinance on the Amendment of the Foreign Trade Regulation (AWV). An important reason for the updating of the AWV was the changes agreed within the Wassenaar Arrangement last year. This multilateral export control regime includes a list of goods for conventional armaments, which is reviewed annually for their need for updating, taking into account technological and safety-relevant developments. On the basis of this test, changes in the list of goods were agreed in 2016. The amendment of the Export List of the AWV (Article 1 (2) of the amending regulation), now introduced by the Regulation, implements this agreement. Furthermore, the amended export list fulfills the conversion requirement resulting from the corresponding adjustment of the EU common list of military goods.   (Article 1 (1) (a) (b) of the amending ordinance, the imposition of fines), the necessary national implementation of previously prohibited prohibitions of the European Council. These prohibitions relate in particular to the use of real estate and the establishment of bank accounts.
