The European Commission has recently initiated several anti-subsidy proceedings. These proceedings are directed against imports from third countries where there is suspicion that the goods are being sold on the EU market at a price below the usual market price in the country of origin – a classic case of dumping. The aim of such proceedings is to prevent negative effects on European industry and to ensure fair competition.
Anti-subsidy proceedings against thermal paper from China
On 7 November, proceedings were initiated against imports of certain lightweight thermal paper originating in the People’s Republic of China. The request was lodged by the European Thermal Paper Association (ETPA) and its members (manufacturers of lightweight thermal paper).
The product concerned currently falls under CN codes 4809 90 00, 4811 90 00, 4816 90 00 and 4823 90 85. (Link to the notice in the Official Journal)
Anti-subsidy proceedings against pneumatic tyres from China
On 6 November, proceedings were initiated against imports of new pneumatic tyres made of rubber originating in the People’s Republic of China. These pneumatic tyres are used in passenger cars, buses and motor vehicles for the transport of goods (with a load index of 121 or less). The application was lodged by the Coalition against Unfair Tyre Imports.

Review of anti-dumping measures against citrus fruits from China
On 21 October, the European Commission announced the initiation of a review due to the imminent expiry of anti-dumping measures against imports of citrus fruits originating in the People’s Republic of China. This concerns prepared or preserved mandarins (including tangerines and satsumas), clementines, wilkings and similar citrus fruit hybrids, without added alcohol, whether or not containing added sugar or other sweetening matter. The request was lodged by FENAVAL on behalf of the Union industry for certain prepared or preserved citrus fruit.

Review of anti-dumping measures against thermal paper from South Korea
On 17 October, the European Commission announced the initiation of a review due to the imminent expiry of anti-dumping measures against imports of certain heavyweight thermal paper (weighing more than 65 g/m²) originating in the Republic of Korea. The request was lodged by the European Thermal Paper Association (ETPA) and its members.
The product concerned is currently classified under CN codes 4809 90 00, 4811 59 00 and 4811 90 00. (Link to the notice in the Official Journal)
