Focus on competitiveness and resilience                                                                                             

The objective: to protect infrastructure and increase investment in trans-European infrastructure networks

Regarding transport policy, the Polish Council Presidency emphasises the protection of infrastructure and military mobility. Poland also wants to strengthen the competitiveness of the EU transport industry and supports new regulations for the transport of goods and passengers.

The Polish Council Presidency is concerned with the resilience and protection of infrastructure against external attacks. The focus is on secure supply chains and stable corridors for troops and defence equipment. Poland is emphasising the increased need for investment in the trans-European transport network (TEN-T).

The EU transport industry is to be strengthened vis-à-vis providers from third countries. The Council Presidency is particularly focussing on freight transport by rail and water. It sees the expansion of rail infrastructure as a priority goal and is committed to finalising the EU capacity regulation in the Single European Railway Area. In the area of maritime transport, Poland is supporting work on the reform of the EMSA Regulation to promote safety and the digital and green transition in maritime transport.

Poland is planning to revise the directive on lorry weights and dimensions for the transport of goods by road. The revision of the Air Passenger Rights Regulation is also on the agenda. The aim is to create more clarity for airlines and passengers. In addition, further regulations on passenger rights and the Package Travel Directive are to be reviewed.

The 40th anniversary of the Schengen Agreement falls during the Polish Council Presidency. The free movement of goods and people within the EU is particularly important for companies. Poland wants to advocate for the agreement and discuss the current border controls within the Schengen area.
