With the publication of Delegated Regulation (EU) 2025\/2003 in the Official Journal on 14 November 2025, the amendments came into force on <strong>15 November 2025<\/strong>. As they do every year, the EU Member States are thus responding to international export control requirements.<\/p>\n<p><strong>Reasons for the current adjustment<\/strong><\/p>\n<p>Annex I is revised regularly to align EU legal requirements with international export control regimes such as the Wassenaar Arrangement, the Australia Group, the Nuclear Suppliers Group and the MTCR. The current need for adjustment arose from new international commitments and technological advances in areas such as <strong>microelectronics<\/strong>, <strong>hyperspectral sensor technology<\/strong>, <strong>microwave and laser technology<\/strong>, and post-quantum <strong>cryptography<\/strong>.<\/p>\n<p>For companies, this means that <strong>classifications<\/strong>, <strong>technical documentation<\/strong> and <strong>internal control processes<\/strong> must be reviewed immediately, as the <strong>changes are already in effect<\/strong>.<\/p>\n<p><strong>An Overview<\/strong><\/p>\n<p>The changes concern both the <strong>addition of new goods<\/strong> to the list and the <strong>adjustment of existing parameters<\/strong>. This includes, among other things, a more precise description of technical characteristics, the inclusion of new technologies and the removal of items that are no longer relevant. Delegated Regulation 2025\/2003 replaces only <strong>Annex I of the Dual-Use Regulation<\/strong>. <strong>Annex IV <\/strong>remains officially unchanged, but new or more precise definitions may have an <strong>indirect impact on the classification process<\/strong>.<\/p>\n<p><strong>Newly added items \u2013 Annex I:<\/strong><\/p>\n<ul>\n<li>1A907 \u2013 Composite structures for high loads<\/li>\n<li>h.4 \u2013 Additional mycotoxins<\/li>\n<li>g.8 \u2013 New genetic elements\/organisms<\/li>\n<li>f \u2013 Equipment for handling microorganisms<\/li>\n<li>f.5 \u2013 High-performance microwave components<\/li>\n<li>f \u2013 Advanced optoelectronic modulators<\/li>\n<li>c.3 \u2013 High-resolution phased array receiver modules<\/li>\n<li>p \u2013 Electronic components with dual-use relevance<\/li>\n<li>j \u2013 Advanced cryptographic hardware<\/li>\n<li>h \u2013 Software for quantum-resistant cryptography<\/li>\n<li>d.3 \u2013 Sensors for hyperspectral imaging<\/li>\n<li>l \u2013 Optical space components<\/li>\n<li>b.5 \u2013 High-temperature engine technology<\/li>\n<li>c.2 \u2013 Test benches for high-temperature turbine components<\/li>\n<\/ul>\n<p><strong>Amended parameters \u2013 Annex I:<\/strong><\/p>\n<ul>\n<li>0B001, 1A004, 1C240, 1E001 (adjustment of technical limits and definitions)<\/li>\n<li>2A001 \u2013 2D001 (precision engineering &amp; software control)<\/li>\n<li>3A001 \u2013 3A003, 3A991 (electronics &amp; RF technologies)<\/li>\n<li>5A002 \u2013 5E002 (cryptography)<\/li>\n<li>6A002 \u2013 6A003, 6A008 (sensor technology &amp; optics)<\/li>\n<li>9A001 \u2013 9B001 (aeronautical technology &amp; test benches)<\/li>\n<\/ul>\n<p><strong>Significance for companies<\/strong><\/p>\n<p>For exporters, the update means that they must review their <strong>internal compliance processes<\/strong> and adjust them if necessary. New technologies such as quantum computers, additive manufacturing and modern semiconductor processes are becoming the focus of export controls.
