{"id":6240,"date":"2024-05-22T11:07:57","date_gmt":"2024-05-22T09:07:57","guid":{"rendered":"https:\/\/nicola-bernard.de\/?p=6240"},"modified":"2024-05-22T11:07:57","modified_gmt":"2024-05-22T09:07:57","slug":"pan-euro-mediterranean-cumulation-new-matrix-for-the-preferential-rules-of-origin","status":"publish","type":"post","link":"https:\/\/nicola-bernard.de\/en\/pan-euro-mediterranean-cumulation-new-matrix-for-the-preferential-rules-of-origin\/","title":{"rendered":"Pan-Euro-Mediterranean cumulation \u2013 New matrix for the preferential rules of origin"},"content":{"rendered":"<p>On 3 May 2024, the EU Commission published a new <strong>notice on the application of the Regional Convention on pan-Euro-Mediterranean preferential rules of origin and the protocols on rules of origin for diagonal cumulation between the Contracting Parties to this Convention<\/strong> in the Official Journal of the European Union.<\/p>\n<p>A <strong>cumulation zone<\/strong> is an <strong>alliance of several countries<\/strong> that have concluded <strong>preferential agreements with uniform rules of origin<\/strong>. If primary materials from a cumulation zone country are used to produce goods in another cumulation zone country, those input materials are considered as <strong>originating materials<\/strong> within the framework of the <strong>pan-Euro-Mediterranean zone<\/strong> and a <strong>customs concession<\/strong> can be claimed for it.<\/p>\n<p><strong>The pan-Euro-Mediterranean zone <\/strong>uses <strong>diagonal cumulation<\/strong>. To apply the diagonal cumulation system<strong>, at least three partner countries<\/strong> are required to have signed <strong>preferential agreements<\/strong> <strong>with each other with uniform rules of origin<\/strong>. This ensures that the system of diagonal cumulation can be used between individual contracting parties, even though not all countries within the alliance have signed all preferential agreements.<\/p>\n<p>In addition to the <strong>updated charts<\/strong>, the publication contains a <strong>notification regarding the electronically issued movement certificates EUR.1 and EUR-MED<\/strong>.
